In this poem, Emily is trying to give moral support to her brother. Her brother might be going through tough times in his life.
Emily is trying to convince him that he can come back home any time. He can find his purpose of life returning home also.
She is giving him confidence that everything is fine at home. He will not have to suffer and struggle. Though presently he is going through depressive phase of life, there is always hope if comes back home.
It's a good example of metaphor where garden is compared to hope and faded forest is compared to failures.
