no because DRDO falls under central govt. & the permission for nuclear test was given by PM so no state govt can overcome prime minister's orders

Even if the Rajasthan government opposed Pokhran Nuclear test, it could not prevent the central government from holding such tests as National security, defense, nuclear policies are part of the Union List, as defined by the Constitution of India and is the prerogative of the Central government to make laws, frame policies or take decisions on it.
