because the normal people are not able to choose perfectly. In 9th class book mainly this was the reason

India being a multi party system allows any group of individuals to form a party with certain conditions and thus these parties in order to win elections provide policies which are almost the same amongst them.so people are not able to choose a particular party to represent themselves. thus they do not seem to allow meaningful choices
