A popular Government can be undemocratic and popular leaders can be autocratic because:-

1. China has only one party (The Communist party) which contests the elections. Other parties are also allowed to contest elections but that does not happen since the election policy does not allow that.

2. The Chinese government receives a lot of support from its citizens but that does not mean that it is exercising democratic principles since it does not give other parties the power to contest elections.

3. Similarly, we can look at the case of Adolf Hitler in Germany. Hitler ordered the killings of many Jews and terrorised other minorties. Moreover, he was an autocratic leader who only worked as he wished.

4. Still, Hitler was very popular among the German people and enjoyed a lot of support from his countrymen during World War 2.

5. Thus, a popular Government might be very popular but still be undemocratic while a popular leader can be popular but be autocratic.
