Let the population of women be x.

The population of men will be = (8000 - x)

When we add 6% men and 10 % women we have :

0.1x + x = 1.1x women

Men :

0.06(8000 - x)

= 480 - 0.06x

= 480 - 0.06x + 8000 - x

= 8480 - 1.06x

We sum this :

8480 - 1.06x + 1.1x = 8600

0.04x = 8600 - 8480

0.04x = 120

x = 120/0.04

x = 3000

The number of men was thus :

8000 - 3000 = 5000
