potassium dichromate is powerful oxidizing agent . why.??!

 In the dichromate ion, chromium is in the +6 oxidation state.
 If we assume the +3 oxidation is lower in energy (and more stable), then there will be a natural tendency for chromium to get reduced, and in turn oxidizes something else.
