When hydrochloric acid or even sulfuric acid is added to potassium dichromate or sodium dichromate then it actually helps in creating acidic environment for the dichromate solution to undergo a reaction. This acidified dichromate solution proves to be a good oxidizing agent for alcohols and aldehydes.
