A number of scholars have long argued that one needs a large middle class for democracy to work, or that true or successful ones themselves spring from the middle class, or even that a middle class will inevitably create democracy. There's some obvious problems with that theory. There have been more than a few dictatorships in middle class nations, the most obvious being the Nazis. Fascism is itself an ideology that appealed to the middle class most of all.

 

Some of the answers already maintained one needs an educated public. That isn't necessarily true. Education can often be used to propagandize a public, make it more submissive. College educated Americans, for example, far more strongly support wars more than Americans with a high school education or less. A society needs a tradition of critical thinking, and that does not necessarily need to come from formal schooling. It can come religious traditions, oral traditions, even social norms of questioning and skepticism.

 

I'm deeply skeptical of claims it is "too soon" for some nations to become democratic. It quite easily becomes the excuse for authoritarian rule. Even US scholars sometimes make that argument about the US, "We have a republic not a democracy because democracy is dangerous and becomes mob rule." It is openly an elitist excuse for oligarchy. In most cases where the claim was "it's too soon" the nation's experiment with democracy did not fail because of its people. It failed because of outside intervention. The most obvious recent example of that is Haiti.
