We have to keep few points in our mind to answer such questions.

First, conductance of strong electrolyte is more than weak.
Second, if strong electrolyte possesses fast moving ions then conductance is very high.
Third, neutralization of fast moving ions decreases conductance sharply.

Now, HCl is strong electrolyte. So it has high conductance. When NaOH is added , neutralization takes place. Since neutralization is of fast moving ions (H+ and OH-) so conductance decreases sharply as shown in the figure.

Now at equivalence point 'a', HCl is finished. There is only NaOH and salt NaCl. NaOH being strong, contributes to increase in ions. Now the conductance increases sharply.
