In the presence of Ba(OH)2, water dissociates into ions easily and quickly and H+ ions are produced, which go on cathode, gets discharged there and liberate hydrogen gas.
Electrolysis is done in a hard glass tube. Hydrogen is liberated at cathode while oxygen is liberated at anode.
