Efforts have been made to enroll more girls in schools, to build more schools, and to prevent dropouts, but it took until 1988, for investments to increase and for a shift in value orientation on education. Low enrollment of girls is due to the requirement for older girls to help with domestic chores and care for siblings, the need for girls to generate income for the family, early marriage, social customs hindering mobility, lack of relevance of the curricula, lack of facilities and women teachers, lack of access in villages, and a low value placed on education of girls by their parents. Christian missionaries, in the early 1800s, were the first to establish girls' schools. Indian social reformers educated women within the family. These educated women served as role models. Bombay had 3 experimental schools for Hindu girls and 4 for Parsi girls in 1847. Other schools followed in Phule and Pune. The first Indian women's university was founded in Pune. Bombay University was set up in 1857, but women did not receive degrees until 1883. The British did not develop girls education in Maharashtra until 1873, in Bombay. Social reformers were also concerned about the status of women. It took 100 years, until 1920, for urban middle class girls to receive an education. In 1981, general literacy was 64.43% for males and 43.65% for females.
