the administration of the district cannot be given to the chairman of zilla Parishad as in that case each district will have its own laws and policy which will lead to confusion .at many districts, disputes arise among many functionaries point to run the district administration smoothly and its administration is carried out by the DM aur collector . due to this ,come are the state government policies and decision can be implemented properly.
