It depends upon the attitude of school. If it is eager for money only then it will surely promote the candidate to the higher standards after payment of some fees. But if it is reputed and really thinks about the future of the student then will never promote them. It is actually decided by the Coaching Institute with which the school is affiliated. If they think that the candidate deserves then they may be.
