Sodium, alone, is present in the 30 to 100 part per million range in tap water. (In seawater, which is an even better conductor, sodium is present at 10,000 parts per million and chloride at nearly 20,000 parts per million.) All these ions are fairly mobile within the aqueous solution and give the solution a fairly high conductivity, and thus low resistance.
