Answer:

The type of fertilization in fish and frog is external fertilization i.e fertilization takes place outside the body. In fish and frog fertilization takes place in water. As the chance of fertilization is nature dependant i.e it depends on the movement of water for the sperm to come in contact with the egg. Thus the fish and frog produce a huge number of eggs each year to overcome the chance factor(sperm to come in contact with egg) and produce offsprings.

External development of young ones occurs in case of frog and fish due to which its protection from the surrounding decreases. So to cope up with the loss they lay more no. of eggs because not many have a chance to survive. Whereas in case of cow and human beings development occurs inside the mother’s body and the egg is protected. So they give birth to only one at a time.

I think as fish and frog eggs are very small and are prone to be eaten by big fishes they lay a large number of eggs as if some of them are eaten by the big fishes then also some will still be alive to carry on there generation and there species won't be extinct but humans and cows dont have this fear so they give birth to young ones.
