If any one makes a promise, then it does not mean any legal binding, it may be either made by any individual, or any institution or by any country.


While making a promise, there are two parties involved, one is the promiser, where's the other is the one who is promising.

If the one who is promising, keeps it, then it will increase its goodwill and for next time.
