Consider a system that contains just two bodies, both with electric charge. If they have the same charge then they will both accelerate away from one another, and if they have different charges then they will accelerate toward each other.
In either case the vectors of force on each body due to the other will be equal in magnitude and opposite in direction, which is what Newton’s Third Law predicts.
