Conflicting goals are the goals where there is a developement for a person but also there is harm caused to other people due to the same work.

for example- Industrialist willing to make factories in a huge land maybe profitable or a development factor but it may cause harm to the farmers.
Therefor different people has different conflicting goals depending on their mindset and notion.
