The Permanent 5 or P5 (the US, the UK, France, Russia, China) maintain the right to veto important decisions relating to matters of international security. It is an tool through which those with the most economic, political, and military power can maintain the status quo in the international political arena. The P5 has a more valuable say in international affairs than other states, whereas, a true democracy would attribute an equal voice to each member. Furthermore, not all states are formally represented in the UN (e.g. Palestine), whereas democracy presupposes universal representation.
