An atom is said to be electrically neutral in its elemental form. Because in the normal state every atom has same number of electron and protons.

Electrons gives negative charge to an atom.

Protons gives positive charge to an atom.

Neutrons have no charge.

Netrons and protons together form the nucleus of an atom. This nucleus is the centre of an atom and it makes the electrons present attracted in the electrical field as they are of oplosite charges.

Therefore in its elemental form every atom has same number of protons and electrons which gives stability to an atom. This stable atom is electrically neutral.
