this is due to Its electronic configuration
as pt contain 8 electron in there 5d shell (5d^8and7s^2)
as in this compound it's oxidisation states is
+4 so after donating 4electron it's e.c. becomes
5d^6
as Cl is a weak ligand or can't excite the electrons of Pt hence is show square planner structure
with paramagnetic behaviour and 4 unpaired electrons
