So,

Public sector enterprises are driven largely by consideration of "Social Welfare". As you may know public sector enterprises comes under government control therefore they have to work largely considering social welfare as their main motive.

Whereas private sector doesn't comes under government control therefore their main motive becomes "Profit Earning" rather than social welfare.
