pulmonary artery carries deoxygenated blood ,then why is it named as an artery and not as a vein?

Dear friend, 

Conventionally, vessels that carry blood away from the heart are termed arteries while the ones which carry blood towards the heart are termed veins.

So as per the conventional definition, pulmonary artery is called an artey as it carries blood away from the heart to the lungs but for purification. While all the arteries carry oxygenated blood from heart to other parts, it is the one carrying deoxygenated blood.

the work of arteries is to move the blood from the heart to the all body but Pulmonary artery do not throw blood to the all body but its bring the blood from heart to the long therefore it is called Pulmonary artery because even throw out the blood from the heart.
