THE ANSWER IS 2) MORE WITH 39 BULBS THAN WITH 40.

REASON
I'm series , the voltage drop varies but the current supplied I same across each bulb.

ANOTHER ILLUSTRATION :

connect a bulb in series connection u could find some illumination, if u add another bulb to this connection , the brightness of the bulb decrease, coz it's shared with the another bulb.Now you remove the secondly fixed bulb, u could find the brightness which occured at very first.
