1) Actually if study about the rotational dynamics ...then we come to know that when the body is applied a amount of torque that is the moment of force or the force applied perpendicular to the axis of body....then actually the body experiences a rotatry force that makes body in Rotatoinal motion.....
Eg:- A force applied on the door to open it....is the Rotatry motion of the door,...
2) Actually to reduce the moment of a given force or torque on a body..
the main criteria can be done is to reduce the magnitude of force that is being applied on the body or to reduce the distance between the axis of rotation and the perpendicular distance. ....

Hence, in order to reduce this turning effect (or moment of torque), one can either reduce the force applied or decrease the distance between the line of action and axis of rotation
