Answer:

As movement of electrons happen between hair and comb one becomes positively charged and the other becomes negatively charged. So, a comb can attract bits of paper as it is charged. If hair or comb is wet, the comb may not be properly charged and hence may not attract paper(may be)

Answer:

When a comb run through ones dry hair then the comb gets charged by friction as a result when brought towards the paper then due to induction the paper get attracted towards comb. But when the hair is wet then when the comb is rubbed with hair there is less friction hence the comb get charged very very less hence when brought towards the paper, there is very very very less induction or no induction resulting in no attraction of paper.
