To legislate (to make law). Parliament represents people of India and it makes laws on their behalf for their welfare. On the other hand the job of Supreme Court is to interpret the law and to render decisions as per law. It cannot make law as it is the sole domain of legislature and in India there is separation of power between executive, legislative and judiciary and one cannot encroach upon others functions.
