India follows both horizontal as well as vertical form of power sharing.
Explanation:
- Power is divided between govts at different levels through the Vertical separation of powers such as the central, state, & the local, that is, it includes lower & higher levels of govt.
- Under this power exchange, the local govt functions under the union, and the state government functions under the administration of the union.
- The central govt is responsible for developing nation as a whole, while the state governments are responsible for developing their respective states. For example, when the central govt controls the finances of the nation as a whole, the state govt. controls its own State' finances.
- The constitution specifically defines the powers of the different tiers of government at the vertical division of power. Also, there is no such notion of "checks & balances", since the constitution explicitly grants power from the top up to the bottom. The idea of "deepening democracy" is encouraged by vertical power separation
