Answer:

An MLA (Member of the Legislative Assembly) is a person who is elected by the public in his/her constituency or electoral division, to serve as a representative in the Legislative Assembly.

QUALIFICATIONS

i) The person should be a citizen of India

ii) Not less than 25 years of age[2] to be a member of the Legislative Assembly and not less than 30 years as per Article 173 of Indian Constitution to be a member of the Legislative Council.

iii) No person can become a member of the Legislative Assembly or the Legislative Council of any state, unless the individual is a voter from any constituency of the state. Those who cannot become members of Parliament also cannot become members of the state legislature.

iv) The person should not be convicted of any offence and sentenced to an imprisonment of 2 years or more.

ROLE

An MLA may be required to fulfill as many as four distinct roles:

1:The role of Legislator involves understanding the spirit of existing laws, planning new laws, and studying, discussing and then supporting or opposing the enactment of new laws.

2:As a Representative of his or her constituency, a Member may voice concerns on behalf of constituents, represent viewpoints or intercede and assist in problem solving.

3:An MLA is also a Member of an elected party caucus.  In this function, he or she may be involved in planning and orchestrating strategy in the House, supporting the caucus and its decisions, and developing expertise in given subject areas.

4:Depending on his/her party's political fortunes, the MLA may serve as a Cabinet Minister or Opposition Critic.
