satellite does not need fuel because Earth's gravitational pull keep it in it's place like Earth revolves around sun
we can't see any satellite over New Delhi because it doesn't lie at equator

It does not need fuel because it runs on solar energy. Yes, it is possible. Geostationary satellites remain fixed at one point as their speed of revolution is same as the speed of rotation of the earth
