Power is the result of force being exerted with some pressure which in this case is the velocity. So power = force x velocity
Yes, the food has energy in it, water has energy in a stable state there are many things that has energy in them without having any motions

1.Relation between power , force and velocity:
power=force x velocity
P=F*V
2. Yes, a body can have energy without having momentum.For example a stone lying on the top of mountain has energy in the form of potential energy even though it does not posses momentum. [P.E=mgh]
If stone has lot of potential energy stored in it and it can do lot of work when released from top of mountain.
