The number of balloons in a arrangements must be a common factor of the number of different coloured balloons .

32 = 2 * 2 * 2 * 2 * 2

24 = 2 * 2 * 2 * 3

16 = 2 * 2 * 2

Common factors are 2 , 2 , 2

Greatest number of balloons in a combination =

2 * 2 * 2 = 8
