Mercury's atmosphere does not contain carbon dioxide (because of which all the heat is returned to space). Venus contains a high percentage of carbon dioxide due to which it is hottest planet.

Venus has an atmosphere which is very rich in Carbon Dioxide. CO2 makes up almost 95% of venus' atmosphere. CO2 as we know is a greenhouse gas and so it traps a lot of heat. Mercury atmosphere does not have so many greenhouse gases so heat can escape easily. This is why venus is the hottest.
