What is a motion of no-confidence?
A motion of no confidence, or a vote of no confidence, or no confidence motion, is a statement or vote about whether a person in a position of responsibility (government, managerial, etc.) is no longer deemed fit to hold that position, perhaps because they are inadequate in some aspect, are failing to carry out obligations, or are making decisions that other members feel detrimental. As a parliamentary motion, it demonstrates to the head of state that the elected parliament no longer has confidence in (one or more members of) the appointed government.
It can be moved only in the Lok Sabha. If the government has to demonstrate its strength on the floor of the House, it can have a motion of confidence (as in UPA-I). However, the opposition parties (or any member) can move a motion expressing want of confidence (no confidence) in the Council of Ministers. The procedure is laid down under Rule 198 of the rules of procedure and conduct of business of the LS. A no-confidence motion need not set out any grounds on which it is based. Even when grounds are mentioned in the notice and read out in the House, they do not form part of the no-confidence motion.
