a) THE ADMINISTRATION OF THE GUPTA DYNASTY WAS THROUGH SEVERAL NOBLES OF THAT TIME . PATALIPUTRA BEING THE CAPITAL OF THE GUPTA DYNASTY WAS UNDER THE DIRECT CONTROL OF THE EMPEROR. OTHER STATES WERE CONTROLED BY TAX COLLECTORS. OTHER THAN TAX COLLECTORS SEVERAL SPYS WERE APPOINTED BY THE EMPEROR TO SEE WEATHER THE TAX COLLECTORS DID THEIR JOB IF NOT THE SPYS

b ) Harshavardhana was an able ruler and administrator. His administration was modeled with charity, generosity, and public service. He followed the example of Samudragupta and became a practical man. His royal decree ran from Kashmir to Assam and from Gujarat to Orissa making him the supreme sovereign of Northern India.
