In first pic it is telling about how the ministers ask for vote from the people and give them false hope that they will do this, they will do that but then as we can see in the diagram that a man is saying “मेरे पास वोट है” which indicates that the people are having the right to vote, so that's why the minister is buttering him by promising things so as to get votes .
In second pic it tells about how at first these ministers promise that we will make roads, construct schools etc..,but in the end they just vanish with all those promises and the dog in the figure is refferd to the people who are now following ministers so that there needs/promises can be full filled.This pic also tells us about how the ministers make fool of people.
We can actually relate both of these drawings in reality cuz it's just telling the truth about how these ministers act before the election and after the elections.Before election they ask for vote and after election they don't even care about public problems.
