The capacitance C of a parallel plate capacitor, with the area of the parallel plates being A and distance between them being d is:

           C = ε A / d
    where,  ε = Permittivity of air or vacuum as is relevant.

If a dielectric slab of dielectric constant K, thickness d and cross section Area A is introduced in between the plates. 
                  C = ε K A / d

If the thickness of the slab is only d/3, then there is air or vacuum in the gap of width 2d/3.  Dielectric constant of air (vacuum) is 1.  Then the capacitance C is given by:
 
                C = ε A /[ (d/3)/K  + (2d/3)/1 ]
                C = ε 3K A / [d(1+ 2K) ]
