we know,
period of element = principal quantum number of that element in which last electron enters .
3rd period = principal quantum number( n)
hence, n = 3

element presents in 17th group .but we know, General configuration of 17th Group is ns², np⁵. Here, n = 3
it means General electronic configuration of element is 3s², 3p⁵.
so, complete electronic configuration of element is 1s², 2s², 2p⁶, 3s², 3p⁵.
total number of electrons in Ground state of elements = 2 + 2 + 6 + 2 + 5 = 17

but we know,
number of electron = atomic number { for neutral atom }
hence, atomic number of element = 17
