(1) "I will go sailing today"

(2) "It will not rain today"

                                            - are independent statements.

Let us look at the original sentence:-

I will go sailing today if it does not rain.

Here, we can ascertain that the narrator will go sailing today if it does not rain. So, the activity depends on kind of weather that will prevail on that day.

Now, let's look at statement (1) :- I will go sailing today.

There is a tone of certainty in it, emphasised by the future tense verb "will". Here, the statement does not require any secondary conditions, as in the original sentence. The same can be applied to statement (2) :- It will not rain today.

Therefore, both the statements are independent of the original sentence.
