Similar figures:
Two geometrical figures are said to be similar figures if they have same shape but not necessarily the same size
Similar polygons:
Two polygons of same number of sides of similar if
i) all the corresponding angles are equal
ii) all the corresponding sides are in the same ratio or proportion.
If only one condition from i and ii is true for two polygons then they cannot be similar.

Here,
Ratio of corresponding sides= AB/PQ= 3/1.5= 2
&
BC/QR= 3/1.5=2
In the given figure the corresponding sides of quadrilateral ABCD and PQRS are proportional but their corresponding angles are not equal .
Hence, quadrilateral ABCD & PQRS are not similar.
