I think, the Governor should have been extra cautious in sending him back to the jail when he arrested him at the Golden Lion. Also, as he knew that Evans had fooled them earlier also, he should not send Evans in a van with officers he did not know. Because of his serious mistakes, Evans escaped once again easily.
