Testes just descend down the scrotal sacs before birth because sperm production takes place at a temporature 2 to 3 •C less than the body temperature or else male will become sterile.

The spermatozoa or sperm which is a male germ cell requires a lower temperature (-3degreesdegrees less) than our body temperature to be produced and ultimately get matured in the seminiferous tubules present inside testis. Scrotum is just a bag like structure made up of cremaster and dartos muscles to support the testicles. Finally, I want to stress on an important fact that not all animals are having testicles present outside their body as in the case of seasonal breeders, the testis is retained within the abdomen generally. Only during the breeding time they are retracted outside the body to help the sperms get matured. Examples of seasonal breeders are, rabbit, elephant etc.
