given \: that \\  \frac{3x - 4}{3y}  = 13 \\ so \: we \: have \: to \:  \: find \: the \: values \\ of \:  \: x \:  \:  \: and \:  \: y

 \frac{3x - 4}{3y}  = 13 \\  =  > 3x - 4 = 13 \times 3y \\  =  > 3x - 4 = 39y \\  =  > 3x - 39y - 4 = 0 \\  =  > 3(x - 13y) - 4 = 0 \\  =  > 3(x - 13y) = 4 \\  =  > x - 13y =  \frac{4}{3}  \\ so \: from \: we \: can \: get \: the \: value \\ of \:  \: x \:  \: and \:  \:  \:  \: y \\ x =  \frac{4}{3}  + 13y \\  =  > x =  \frac{4 + 39y}{3}  \\ and \\ x  -  13y =  \frac{4}{3}  \\  =  >  - 13y =  \frac{4}{3}  - x \\  =  > 13y = x -  \frac{4}{3}  \\  =  > 13y =  \frac{3x - 4}{3}  \\  =  > y = \frac{3x - 4}{39}

here is your answer

hope it helps
