Wiser, the owl was wiser than any other animal as the sentence has THAN showing that it is being compared with something which here is any other animal so as you know there are three degrees
1) positive
2) *COMPARATIVE*
3) superlative

If I take the word wise and change it to according to the degrees it would be

Positive- Wise
Comparative- Wiser
Superlative- Wisest


So thus the answer here is in the 2 form comparative (wiser)
