(d) UNIVERSAL ADULT FRANCHISE :
The idea of Universal adult franchise lays securely within the heart of nationalism. Pandit Nehru Report (1928) recommended Universal Adult Franchise, i.e , every citizens who has completed the age of 21 is entitled to vote for the House of Representatives or Parliament. The Indian Constitution has incorporated the principle of adult suffrage and has abolished the old system of communal electorates. But in western democracies, right to Universal Adult Franchise was introduced in stages.
