Local people can best understood the need and resolved the problems of an area. Hence, it is the most important aspect of local government.

Local people knows the need and requirement of an area better than the government officers.
Hence, it is the 2nd most aspect of local government.

Local people can't take the issues or their problems to the state or national level representatives because they don't have any approach or resources .Hence, it is the third most aspect of local government.

This aspect is less important than the above aspect of local government in the development of an area. Hence ,it is in 4th place.
The decision of the gram panchayat of Vengaivasal village was based upon the third rationale : People know their area, needs, problems and priorities. By collective participation they should discuss and take decisions about their life.
The decision of the government was taken without the permission or agreement of the Panchayat. Hence, it was the violation of the right of the people to decide upon the problems that affected the villagers.
