Rotational speed (or speed of revolution) of an object rotating around an axis is the number of turns of the object divided by time, specified as revolutions per minute (rpm), revolutions per second (rev/s), or radians per second (rad/s) [Rotational speed - Wikipedia]

Since the minute hand of a clock will make a full rotation around the central axis (360°) in one hour, we have 360°/1 hour, or 2pi/hour in radians, which equals 1/60 rpm. The size of the clock and/or the minute hand has no bearing on the rotational speed.
