First, on entry to the train, the passengers were not offered any information that bringing their own food to the train would result in a fine. The tourist oblivious to this fact took out the food from her bag and started eating. Without explanation, she was issued a fine by the security guard who seemed only concerned with the fine, not customer service. The tourist should not pay for the fine because the train officials did not communicate about having or eating food on the train.
