Let

The cost of colored paper = Rs x

The cost of a white paper = Rs y

So by the given condition

$\sf \: x = 7 + \dfrac{y}{3}$

$\sf \: \implies \: 3x = 21 + y$

$\sf \: \implies \: 3x - y = 21$

Which is the required linear equation in two variables.
