Point P will lie outside the circle.

Step-by-step explanation:

1. Here Radius of circle(R)= 4 (cm)

  Centre of circle is represented by point O.

2. Take any point represented by P

Distance of point(P) from Centre of circle(OP)     Lie in Region

   If OP< R                                                             Inside the circle

   If OP=R                                                              On circle

   If OP>R                                                              Outside the circle

3. From question

    OP = 4.2 (cm)       while radius (R)= 4.0 (cm)

    So it is clear that

    OP> R, it means point (P) lie outside the circle.
